The urban and architectural proposal is structured around an 'urban promenade' (rambla) that consolidates a new public front, articulating the landscape and pedestrian pathways with the CPCE multipurpose building. The intervention seeks to boost the development of Merlo through an integration strategy, where a transverse esplanade acts as a multipurpose space and a visual focal point toward the mountains (sierras), linking the urban context with a sustainable, inclusive, and hierarchical mobility system.
Architecturally, the building is defined by a longitudinal pavilion typology with a North-South orientation, optimizing thermal comfort and passive efficiency. The structure is realized through modular steel portal frames that create a versatile 35x15 meter container, capable of adapting to future uses. The design incorporates perimeter galleries inspired by rural architecture, functioning as spaces for climatic and social transition that connect the interior with the civic esplanade.
The landscaping project prioritizes environmental regeneration through the conservation of the native forest and the protection of the existing wetland, integrating educational trails and indigenous species. The green infrastructure is designed to create microclimates, manage rainwater via permeable surfaces, and define recreational and sports areas.
